STEP 1. Replace paragraph breaks with line breaks
Find ^p and replace with ^l.

STEP 2. Replace double line breaks with paragraph breaks
Find ^l^l (two line breaks) and replace with ^p.
This will give you each address block in a single paragraph.

STEP 3. Replace line breaks with tab breaks
Find ^l and replace with ^t (tab character).
This will give you each address block in a long line.

STEP 4. Select all your text and use Table | Convert | Text to Table to create a table, separating at tabs.
